Policies regarding filming at or on city facilities and using drones for filming

A member reports receiving a large number of requests to film at various City locations. Often the request includes specific inquiry for permission for use of a drone. In all events, we would like to have as much information as possible about criteria and variables to be utilized in evaluating such requests. Apparently, there are any number of ways in which the procedure for evaluation of such requests can be organized and handled. Here, we have a joint City/County Film Commission. However, without regard to organization and procedure, we want the benefit of reviewing what factors and criteria may be considered in making a determination as to whether such requests to film on City locations should be approved or denied. Any assistance that IMLA members can provide would be very much appreciated.
