PJSIP sending noise, even when muted.

I'm writing an application using PJSIP. We have a "walkie-talkie" paradigm,
where the user presses a button to talk and releases the button to stop
transmitting. I mute the call initially, unmute it when the user presses
the button, and mute it again when they release the button.

About as often as not, when the user releases the button and the call is
muted, PJSIP keeps sending mechanical noise (a buzzing sound, not
background noise). I have confirmed this with Wireshark. The only way to
stop it is to press and release the button again, and hope it stops this
time.

Has anyone heard of this problem or have any idea how to tackle it?
