Tsunami and Earthquake Alerts

The following was just sent by the Alert Center.

INFORMATION BULLETIN: M=7.3 OFF EAST COAST OF HONSHU, JAPAN  2139Z
NOV 14: TSUNAMI NOT EXPECTED IN US WEST COAST,BC,and AK

Notice the time 2139Z. I got the message at 2151Z.  That means the
delay was only about 16 minutes. This is pretty fast notice. I get my
alerts on my cell phone.

This is a pretty big quake 7.3. The biggest that I can recall since
the Pakistani one a couple of months ago.
Notice that no Tsunami is expected and that it is apparently off the
coast of Japan.

The latest update on this quake came in a couple of minutes ago. The
size has been downgraded to 7.1. It has taken about 1 1/2 hours for
this evaluation to be done. I assume they are likely to put out a
best estimate as quickly as possible for tremors that appear to be
sizable, rather than wait and have those in danger not informed.
