"Home Occupation" for Zoning Purposes

Anyone have research on whether swimming lessons taught at a residence constitutes either a "home occupation" for zoning purposes?  Resident started out teaching swimming in her home pool.  Now has grown and wants to build a large indoor pool with facilities to expand.  City consider this proposed building to be a business, not a home occupation.  Any research or insight appreciated.
