Listmates,

I am looking for guidance regarding a certification letter that has been
requested from me related to Certification for Engineering Procurement for
ARPA projects.  One of the Town's that I represent was awarded an ARPA
grant prior to my engagement with them.  In addition, they lost their City
Administrator due to a family illness.  I am looking for any guidance on
the Certification form i.e. red flags and perhaps a checklist of items that
others have used prior to signing this certification form.  I have pulled
the federal regs cited in the certification document, and like most federal
regulations they seem vague yet onerous.  Any guidance by those on this
list would be greatly appreciated.
