Listmates, I am looking for guidance regarding a certification letter that has been requested from me related to Certification for Engineering Procurement for ARPA projects. One of the Town's that I represent was awarded an ARPA grant prior to my engagement with them. In addition, they lost their City Administrator due to a family illness. I am looking for any guidance on the Certification form i.e. red flags and perhaps a checklist of items that others have used prior to signing this certification form. I have pulled the federal regs cited in the certification document, and like most federal regulations they seem vague yet onerous.
