This discussion seems to be based upon the premise that having the ability
to dive using compressed air is an absolute necessity (or high priority)
for Scott on his planned voyage.
I question that premise, particularly in view of his medical condition.
Everything is a trade-off in terms of equipment, but in the grand game of
life -- life (safety) should probably be the priority.
Simply being Scuba trained and certified to use for a possible problem,
IMO could be more dangerous then not being certified at all. I would not
equate scuba diving to riding a bicycle (which you never forget) but
rather more to flying a plane where frequent use is necessary to maintain
your skills (Safety). My point being, if you are not planning to
frequently use scuba (for sport) it may not be a good thing to have, as
the certification without periodic use may lead to a false sense of
ability.
I think carrying a mask, wet suit, fins & weights is probably sufficient
for most of us.
I am Scuba (PADI open water) certified.
