NCL Members,

Thanks to everyone who was on the call yesterday to discuss the WIOA draft regs and potential NCL response. For those not on the call, here is the plan:

  1. For those members willing to share, please send me your final comments and we will post them to the NCL web site. I won’t share/post drafts. Thanks for sending me your drafts last week, it helped me yesterday and will help me with step #2 below.

  2. Yesterday we had a very productive policy call and coalesced around a half-dozen or so key issues where there appeared to be common agreement among members… as a result, I’m going to try to draft something tonight to submit on behalf of NCL. I should note that I am feeling very under the weather today and can’t guarantee I will be able to do this if my health takes a turn for the worse. But, assuming I can do it, I’ll get a draft out tomorrow or tomorrow night, if not sooner. I would need to finish this early Friday. It won’t be written as official NCL policy I’ll use language like, “a majority of our members who have reviewed the regulations...” or “the consensus among those members who have reviewed the regulations…” And again, I’m going to focus on where there appeared to be consensus.

In the meantime, you may be interested in reading the comments submitted (or soon to be submitted) by the state directors. See the top of this page:

You’ll see that they have also posted a helpful set of instructions for those who are submitting comments.

Update on the plan below.

I was not able to meet the deadline below, partially due to being under the weather but also had some travel issues Wednesday/Thursday that left less time for working on this than I had expected. I don’t want to give another timetable — but I’m going to try to be done by tmw morning.

Just wanted to keep you updated...
