Listmates - I represent a small town that did annexations in the past where
the annexed property may or may not have been zoned as the records are
difficult to find.  If land has been used commercially in the past, how
should this be handled to establish zoning?  Any cautionary advice would be
appreciated.

I would follow the procedures in Title 11 Section 43-106 and adopt a new zoning map and ordinance to cover all property in town.
