I live in a condominium so I am not able to take advantage of incentive
programs offered by the City of Tacoma.

While I can understand why such restrictions are in place for condo
associations, we owners should not be held to these same restrictions. We
are individual owners of our own private property within an association. We
are allowed to change or update our property as we see fit.

So, in the case of incentives such as ductless heating, we as owners should
not be considered as a part of a commercial group. What we do within our
private property does not effect the condo association.
