Latest on the budget deal.

I think the key piece of information here is in 1(C) — in particular, "there is no guarantee that all of the education cuts in the bills ($2.8 billion in the House and $1.4 billion in the Senate) will be restored, nor which programs will get increases.” You’ll recall that the Senate bill cut adult ed by a nontrivial amount in their bill.

  1. More on Budget Deal:
    a.    Yesterday evening, after the House passed the Bipartisan Budget Act, Majority Leader Mitch McConnell, filed a cloture motion on the motion to concur, and subsequently filled the amendment tree to block other senators from offering additional amendments. A vote on the motion to invoke cloture is expected Friday, after which 30 hours of post-cloture time would commence. Barring a time agreement, the earliest the chamber could vote on passage of the measure is Sunday. Cloture is expected to be easily invoked and the bill passed by Monday at the latest.

b.    See this new chart https://drive.google.com/file/d/0B19p6j32JwToOVRtVDIxNW8zbWc/view?usp=sharing I put together that shows the NDD cap levels including pre-Budget Control Act (BCA), the BCA presequester level, the sequester level, and the sequester level as adjusted by the Bipartisan Budget Acts of 2013 and 2015.

c.    The next step will be for the appropriations committees to negotiate an omnibus.  They’ll first have to agree to new 302(b) allocations (which likely will not be made public) and then each subcommittee’s leadership will negotiate the line-by-line funding levels.  It’s important to remember, that both the House and Senate Appropriations Committees’ reported Labor-HHS-Ed appropriations bills have aggregate cuts below FY 2015 of $3.6 billion. There is not a guarantee that all of that will be restored by the new allocations. Further, there is no guarantee that all of the education cuts in the bills ($2.8 billion in the House and $1.4 billion in the Senate) will be restored, nor which programs will get increases.  CEF, the Coalition for Health Funding and the Campaign to Invest in America's Workforce will be sending a letter urging the Appropriations Committees to provide an allocation for Labor-HHS-ED that allows for full restoration of the cuts and room for needed investments.
