CAEP Preliminary Allocations for 2020-21
By statute, the CAEP preliminary allocations must be posted by the end of

allocations will be posted in NOVA by the end of next week. Consortia will
need to schedule their public meetings to discuss member allocations as the
certification of member allocations is due by May 2, 2021. This is part of
the CFAD process for CAEP. No extensions will be granted past the May 2nd due
date. For consortia that fail to submit their CFAD on time, the State CAEP
Office will be forced to use prior year allocation numbers to move forward
with the disbursement of funds. If the May Revise results in a change to
the 2021-22 preliminary allocations, the State will reopen NOVA for a

dedicated to the latest information regarding the Coronavirus Aid, Relief,
and Economic Security (CARES) Act. Currently, LEAs can use CARES Act funds
for any activities authorized by the Elementary and Secondary Education Act
of 1965 (ESEA) as amended by the Every Student Succeeds Act of 2000 (ESSA),
Individuals with Disabilities Education Act (IDEA), the Adult Education and
Family Literacy Act, the Perkins Career and Technical Education (CTE) Act,
or the McKinney-Vento Homeless Assistance Act. One of the eligible uses is
for “Expenses to facilitate distance learning, including technological
improvements, in connection with school closings to enable compliance with
COVID-19 precautions”. As a result, K-12 districts now have a new avenue to
provide the technological funding necessary to make remote learning for
Adult Education students a possibility – if states and local officials are
willing to allot funding for this purpose. Stay tuned for more updates.

PPIC – An Equitable Recovery for California Requires Two Key Strategies
Inequity has proven to be the primary challenge of this recession. Low-wage
workers bear a bigger burden—from greater health risks to higher
unemployment. And labor market declines have been concentrated among
communities of color and women. Without deliberate policy action, this
crisis portends a future of even higher income inequality and lower upward
mobility. PPIC Statewide Survey shows that many Californians in households
making less than $40,000—about one in five—are struggling. Forty-two
percent of low-income Californians cut back on food to save money and 36%
were unable to pay a monthly bill, compared to 12% and 9%, respectively, of
Californians in households making $80,000 or more. An equitable recovery
requires two key strategies: First, target critical support to those most
affected in the near term. Second, help people climb the economic ladder in
the long term.

Free ICAN Safe Workforce, Safe Workplace Training & Certificate

The Infection Control for All Now (ICAN) Certificate/Digital Badge is now
free online for educators and industry professionals. Join members of the
Workforce Economic Development Division, California Community Colleges
Chancellor’s Office as they provide information on the new ICAN program.
Specifically, the ICAN program provides:

  • Free, self-paced two-hour training program for non-health workers to
    educate employees on preventing the spread of disease.

  • Built on CDC and CDPH content with industry input. Those who complete
    the course earn a Digital Badge and Certificate in one of seven areas:
    Distribution Center (Warehouse), Lodging Customer Service, Culinary
    Service, Engineering & Maintenance, Contracted Service and Housekeeping and
    Retail Customer Service.

  • Developed in Canvas for ease of adoption by educators.

  • A collaboration of the Health Workforce Initiative and
    Retail/Hospitality/Tourism Initiative, Workforce Economic Development
    Division, California Community College Chancellor’s Office.

Currently, LEAs can use CARES Act funds for any activities authorized by the Elementary and Secondary Education Act of 1965 (ESEA) as amended by the Every Student Succeeds Act of 2000 (ESSA), Individuals with Disabilities Education Act (IDEA), the Adult Education and Family Literacy Act, the Perkins Career and Technical Education (CTE) Act, or the McKinney-Vento Homeless Assistance Act. One of the eligible uses is for “Expenses to facilitate distance learning, including technological improvements, in connection with school closings to enable compliance with COVID-19 precautions”. As a result, K-12 districts now have a new avenue to provide the technological funding necessary to make remote learning for Adult Education students a possibility – if states and local officials are willing to allot funding for this purpose. Low-wage workers bear a bigger burden—from greater health risks to higher unemployment. And labor market declines have been concentrated among communities of color and women. Without deliberate policy action, this crisis portends a future of even higher income inequality and lower upward mobility. PPIC Statewide Survey shows that many Californians in households making less than $40,000—about one in five—are struggling. Forty-two percent of low-income Californians cut back on food to save money and 36% were unable to pay a monthly bill, compared to 12% and 9%, respectively, of Californians in households making $80,000 or more. An equitable recovery requires two key strategies: First, target critical support to those most affected in the near term. Second, help people climb the economic ladder in the long term.
