no bids received for second time, over $50,000

Fellow municipal attorneys:
One of my towns solicited bids for a construction project over $50,000.  No bids were received.  We solicited bids for the second time, with no bids received.
Does anyone know of a course of action that we can pursue, other than continuing to solicit bids?
If other information is needed, I will be glad to provide.

If for equipment buy through purchase agreements.  If for public construction, speak with an engineer about reputable contractors you can notice independently in addition to any additional solicitation.
