National Coalition for Literacy Discussion List
View all threadsThis is just a followup to my note from last week (8/16):
The Senate is indeed working away this week on the appropriations minibus — the bill that will include the fiscal year FY2019 Department of Defense (DoD) Appropriations Bill and the FY2019 Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS) Appropriations Bill. It’s expected that Chairman Shelby will probably introduce his substitute amendment combining the two bills later this afternoon. The hope is that the final bill will be voted on Thursday, but the bill managers are still negotiating the final package.
CEF has info on the education-related amendments that have been filed so far. I’m not clear on which ones might actually get a vote, and none of them seem especially relevant to this group, but for the sake of completeness, here they are (via CEF):
Blunt amendment to authorize student aid administration funds to be available for payments for student loan servicing to an institution of higher education that services outstanding Federal Perkins Loans (3721)
Heitkamp amendment to reduce funds under program administration under Department of Education management and to provide funds for strengthening Tribal Colleges (3715)
Cardin amendment to provide additional amounts for the American History and Civics Academies and the American History and Civics National Activities (3782)
Cardin amendment to provide additional amounts for the Minority Science and Engineering Improvement Program (3783)
Jones amendment to provide $10,000,000 to be made available to provide for the deferment of loans made under part D of title III of the Higher Education Act of 1965 to eligible institutions that are private Historically Black Colleges and Universities and reducing the administrative budget for the Department of Education (3784)
Jones amendment to provide additional amounts for the HBCU Capital Finance deferment program (3785)
And, again for the sake of completeness, I should also note that last week the White House released a “Statement of Administrative Policy,” regarding the minibus package. In this document, the Administration says it is concerned that the Labor-H bill funds the 28 education programs that the Administration had proposed for elimination in its FY 2019 budget request last spring. It also expressed opposition to the decision not to fund the President’s $1 billion Opportunity Grants program, which would support federal funding for school vouchers. To which the Senate effectively responded: “Uh, yeah, whatever.” Here is a link to the statement:

Again, to reiterate: this statement will have no bearing on the Senate’s deliberations this week...
As you know, the House began its August recess on July 30th, and will return on September 4th.
