Is there a certain procedure that needs to be followed when a town
purchases real property?  The property would include a building and the
town would be paying money for the property.

The town is exempt from 1) doc stamp fees and 2) real estate taxes which will accrue starting the first of the month after the deed transferring the property to the town is recorded.  The rules re: calculation of real estate taxes to be collected at closing are tricky.  See 68 O.S. 2940.  If you are using a title company, you will want a closer who knows how to deal with governmental entity purchasers.  I have a memo on the procedures for obtaining the correct amounts from Tulsa and Wagoner counties if you want to see it.

Other than that, the transaction is pretty similar to a real estate purchase not involving a governmental entity.  We have worked out a form contract which applies to most of our RE purchases.  If you want a copy, let me know.

Of course, your council will need to give the proper person the authority to execute the contract, closing documents, etc.
