Forgotten annexation

City annexes 1/2 of a quarter section in 1998 and records the annexation ordinance in county records.  City forgets or something because the territory was never added to the Town Map or Ward maps.  City in 2005 annexes a portion of the territory already annexed.  I think the 1998 annexation  is good.  Any thoughts?

If the 1998 annexation was done properly,  it is still valid,  even if the city failed to act on the annexation.

If it was an involuntary annexation and the service plan was not completed within 10 years, then the annexation isn't still good.  See 11 O.S. 23-103 D. attached.  Otherwise, I think it's still good.
