My understanding is that if a municipality wants to annex territory without
a majority of the land owners they have to follow 11 OS 21-103 (D) which
requires a plan to extend and they must extend Sewer, Water, Police, and
Fire.  Am I right?

Also does anyone have an example of the Plan to extend services to be
presented and particularly a plan without a capital improvement plan?
