FYI - All programs except AEFLA can use all five measurable skill gains. Title II can use only EFL gain and HSD/HSE. There's a table on pages 22 and 23 of yesterday's guidance letter (linked below) that shows this very clearly. Talking about making a gain on a standardized assessment is never going to reveal the true value of our programs.
