WIOA guidance

FYI -  All programs except AEFLA can use all five measurable skill gains. Title II can use only EFL gain and HSD/HSE.  There's a table on pages 22 and 23 of yesterday's guidance letter (linked below) that shows this very clearly. Not even a mention of the use of technical/occupational skill gain in IET. https://wdr.doleta.gov/directives/attach/TEGL/TEGL_10-16_accessible_version.pdf

I think this decision continues to relegate adult ed to the weaker partner in the system and continues to limit the ability to tell the story of adult education's impact.  Talking about making a gain on a standardized assessment is never going to reveal the true value of our programs.
