To follow up what Sheryl sent this morning, attached is a table that shows the President’s request for education programs for fiscal year 2018, along with the 2014, 2015, and 2016 enacted levels. As you’ll see, there is not a lot of detail for 2018!
The table does not include the 2017 level under the continuing resolution (CR) that expires on April 28, which in most cases is just a tiny bit (0.19%) below the 2016 appropriation. There are some programs, specifically Title I, where the Department of Education has calculated the CR level to be higher than the 2016 level. The President’s budget describes its increases compared with the CR level, but because that level is likely to change for many programs, my table compares the President’s request to the 2016 appropriation.
Something to keep in mind is the magnitude of the cuts that are not yet specified. The President’s budget says it provides $59 billion for the Department of Education, a $9 billion (13.5%) cut below the 2017 CR level. However, the budget only specifies $4.9 billion of programmatic cuts, meaning it cuts education programs by $4 billion more than those specified in the attached table. It cancels $3.9 billion of previously appropriated Pell grant funding, but that amount would not show up in the 2018 total.
