Displaying timestamps in user's (or server's) local time zone

There is a very old ticket -- [CSPACE-777] Timestamp display not localized to user's timezone - CollectionSpace -- about changing the user interface to show the 'created' and 'modified' timestamps in the user's (or server's) timezone.  This is something that we just picked up on as it was a source of confusion to the staff using CollectionSpace; has anyone been working on this?

Hi Peter,
I don't know of anyone working on it. It's annoying, but it hasn't risen to
the top for us at Berkeley. It's probably pretty straightforward to fix the
timestamps at the top of the record editor, but it might be tricky to fix
the ones search results.
