The following assumes that you have documented the public purpose of the city in making this loan.

You have conflict of interest issues although the facts of the case may exempt you. (60 O.S. §178.8)

You have the approval issue of super majorities being required. (60 O.S. §176)

Does your public trust have a money judgment against them that is payable from ad valorem taxes? If so you can buy the judgment and be repaid from the tax collections. (62 O. S. §348.1)

Can the loan be structured as a legal investment for the city? (11 O. S. §24-111)

Are you talking about a situation that can be structured as a pooling of funds with one or more public trusts? (27A O.S. §2-10-503)

And most obviously, the loan of municipal money must be from currently available funds. (OK Const. Art 10 §26, 11 O.S. §17-204 & §17-211)

That is a quick list, but not intended to be exhaustive.
