CMCS is one of Europe's leading centers of communication research, with a mission to advance public understanding about the impact of media and information policy on public life. The CMCS produces scholarly and practice-oriented research addressing the needs of policy makers, civic leaders, and citizens. CMCS research promotes pluralism, participation and the democratic potential of the media, and investigates the complexities of media and communication in transition. These are pre- and post-doctoral appointments<https://cmcs.ceu.hu/pre-and-post-doctoral-appointments-for-spring-summer-2014> with the expectation of residence in Budapest for 1-3 months, depending on the nature of the project. Ideal applications are working on doctoral projects, or have recently defended their doctoral work, and the stipend will be commensurate with experience. Researchers will conduct basic research on media, technology and political change. Depending on the duration of the stay, it is hoped that researchers will have the time to advance their own research agenda and provide some research assistance to the faculty working at CMCS. We welcome applications from a variety of disciplines, including the social, information and computer sciences, and media, law, or science and technology studies. In particular, we welcome applications related to three domains of inquiry: o Crowdsourcing and Crowdseeding for Public Policy. How can large amounts of data, gathered respectfully from large numbers of people over many devices, be used to improve public policy? Significant collaborations across the social and computer sciences have helpfully mapped social relationships or identified social problems. But when can sourcing or seeding the crowd for relevant information actually yield better policy alternatives? o Cyber-Attacks on Civil Society. Increasingly, regimes of many kinds are using information technologies not just to monitor civil society, but to attack civil society actors. When do civic conversations over social media get choked off by bots? What are the known incidents of government interference with the information infrastructure of civil society actors, and what can be done about it? o State Interference with Digital Networks. When do governments decide to interfere with the Internet, and why? While many observers celebrate the creative use of digital media by activists and civil society leaders, there are a significant number of incidents involving government-led Internet shutdowns. There are no teaching obligations with this appointment, though successful applicants may enjoy participating in the CMCS summer school.
