I agree with Ray. They cannot be paid. You should talk with your insurer about coverage for officers and employees doing work outside their position and coverage for volunteers. I think crew quarters is a valid purpose, but if you have a contract with a private ambulance company or an EMS District, you should have that in the contract and allocate liability to the provider if you can.
