I've tried many "solutions" to getting yellow shorepower cables clean, but hands-down the best has been Green Concepts 10 Graffiti Remover. Using the recommended 1 part GR to 5 parts water, and scrubbing with a Scotch Brite green pad, and rising frequently with a hose, virtually all the black and brown stains disappeared.
