Zoning and ADA

Before I start the research.....

Zoning district prohibits certain animals, including pigs.  Resident has a large pig and claims it is an "emotional support animal" for their ADHD.  Resident claims they have a right to keep the large bovine despite the zoning prohibition.

I understand that only dogs and miniature horses can be "service animals."  Anyone dealt with the question of whether livestock can be an "emotional support animal" and whether the ADA requires that an "emotional support animal" be allowed in a zoning district that otherwise prohibits animals of that type?

Thanks in advance.
