We have a resident who owns their property but has essentially constructed a shanty without sewer or water on the property. We have an ordinance that requires both and includes a daily fine. We do not have a code enforcement officer. Any suggestions on how we enforce the ordinance? The surrounding residents are frantic, as they should be.

Does the town have a nuisance ordinance? Often those ordinances will define a health and safety violation as a nuisance. Town could then use a nuisance abatement proceeding to require the owner stop residential use of the property and/or to connect to city provided water and sewer services.
