The PPS timing noise will then be sufficient by itself (if the TIC uses synchronisers) for the averaged TIC outputs to be effectively unbiased estimators of the phase errors of their respective oscillators. When using a PPS signal it only remains to determine the optimum algorithm for discipling the OCXOs.

If settability is not specified, it can be estimated from the tune range and the number of turns of the adjusting device. A rule of thumb is to use one point of resolution for every three degrees of rotation.

So we felt ok with using the 1 ns/ft estimate. Well, I think you should reconsider. Theory says that v = 1/sqrt(my*epsilon) = 1/sqrt(my_r * epsilon_r) * c For a coaxial cable, we have the magnetic properties about the same as vacuum, so my_r = 1 is a fair approximation.

The other sites respond with their estimated time. The master provides corrected time. Knowing past history of path properties & precise (ballon) location at each transmission (data sent with transmission); the rest should be easy.

Assuming you hack the USB driver to get a time hack exactly when a certain string comes from the USB, you would need to figure out how to estimate the latency from the device to the interrupt service routine to eliminate that, as it would jitter.
