Hello Racers,

Hoping your boats are in the water or you are ready to get in. First race of Wednesday Night Racing is near. I wanted to send everyone the attached copy of 2014 Wednesday Night Racing Sailing instructions and ask you to renew your PHRF certificates.

Obvious change is the racing area.
As provided by construction authority and soon to be approved by USCG, we are loosing most of the area south of the club. Hence the racing area shifted north accordingly.
Use of Government Buoy "8" is naturally eliminated for racing, there is a new racing buoy comes in to play, will be dropped by the racing committee and called "E". This "E" will be in place, approximately parallel to and north of "8". The other change is the government buoy "10" taken out of the play and government buoy "11" comes in to play in order to gain the distance lost by restricted construction zone.
You can easily see the visual references for the above changes in sailing instructions map (attached). Also, approximate coordinates of each buoy for the race courses are in a separate table, on page 2 of the sailing instructions.

There are couple of changes to sailing instructions as well. I copied them below.

7.2 		Themooring area and restrictedconstruction zone are designated as obstructions. No boat shall sail within these obstructions while racing. The					mooring areas are definedas the area within straight lines joining all outermost mooring buoys and the restricted construction zone is between the “R”’s 			andthe 	bridge in the course map. “R”’s maybesubject to change by construction. The penalty for sailing within theseobstructions while racingshall 				be disqualification fr				om that race. This changes RRS A5.


	Restricted construction zone is taken out and you will be disqualified if you sail into the area during the race. (hey 		you cannot go in there even if you are not racing)


   13.2 	 Protests andrequests for redress shall be madeon the NBC Web site, Wednesday NightProtest Form, no later than 11:59p.m. on the following day of the 			race. Further instructions will befoundon the online protest form. Protests will be heard priorto the start of racing onthe following Wednesday Night. This 			changes RRS 62.2


	We heard loud and clear that protest time was short and process was a bit involved . Hence the filing deadline 

	time extended to the following day 11:59 PM


	15.3	Anyboat sailing without proper night lighting and everyone on board not wearing PFD’s 30minutes after official sunsetwillbe disqualified immediately by the 				Race Committee without a hearing. This changes RRS 63.1,A4 and A5


	One more safety rule would not hurt. If you get hit by a boom and fall into the water without PFD is bad to begin 
	with, adding darkness to the mix is a disaster. This is added for safety. Put your lights and PFD's on after 30
	minutes of the official sunset. If you or any member of your crew is not 
	wearing a PFD after 30 minutes of official sunset of the race day, RC has the authority to disqualify you,

To All Racers -

In addition to Osman’s comments below about the new mark placements and courses, please note that the Sailing Instructions include other important changes:

SI 6.2 – Streamers shall be flown from the backstay of each competing boat, approximately 6’ above deck level. Streamers are now defined as a Code Flags #1, #2, or #3, not our colored streamers used in the past. Failure to fly the proper Code Flag will make you vulnerable to a protest from either the Race Committee or any fellow racer.

SI 13.2 You must file a protest electronically, which means you must have a computer, a printer, and a scanner available within 24 hours of the event. This does not apply to racing on Sundays, or to Regattas.

And to re-emphasize SI 15.3 – Any boat sailing without proper night lighting and everyone on board not wearing PFD’s 30 minutes after official sunset will be disqualified immediately by the Race Committee without a hearing.

Lastly, although not mentioned, a copy of the Sunday and Regatta Sailing Instructions can be found outside the Race Committee closet on the lower level of the Club House. The Sailing Instructions for Sundays and Wednesdays are different, so please be sure you read them both carefully.

Remember when  Wednesday Night  Racing was fun?  Who  hired a bunch of congressmen to make up rules to protect us from ourselves?  I do not want to wear a PFD on a 90 degree summer Wednesday night.  And I don’t want to carry a Farmer’s Almanac to know when the “official sundown” is.  Nor do I want to buy a code flag set to use one flag, and hang it six feet up my backstay where it will get jammed in the pulley for the backstay adjuster.  We have been fine for many years without all this interference.  Who is forcing all these “rules” down our throats?

This is getting out of hand and it must stop.

courses, please note that the Sailing Instructions include other
important changes:
SI 6.2 – Streamers shall be flown from the backstay of each competing
boat, approximately 6’ above deck level. Streamers are now defined as a
Code Flags #1, #2, or #3, not our colored streamers used in the past.
Failure to fly the proper Code Flag will make you vulnerable to a
protest from either the Race Committee or any fellow racer.
SI 13.2 You must file a protest electronically, which means you must
have a computer, a printer, and a scanner available within 24 hours of
the event. This does not apply to racing on Sundays, or to Regattas.
And to re-emphasize SI 15.3 – Any boat sailing without proper night
lighting and everyone on board not wearing PFD’s 30 minutes after
official sunset will be disqualified immediately by the Race Committee
without a hearing.
Lastly, although not mentioned, a copy of the Sunday and Regatta
Sailing Instructions can be found outside the Race Committee closet on
the lower level of the Club House. The Sailing Instructions for Sundays
and Wednesdays are different, so please be sure you read them both
carefully.

race of Wednesday Night Racing is near. I wanted to send everyone the
attached copy of 2014 Wednesday Night Racing Sailing instructions and

Obvious change is the racing area. 

As provided by construction authority and soon to be approved by USCG,
we are loosing most of the area south of the club. Hence the racing
area shifted north accordingly.

parallel to and north of "8". The other change is the government buoy

A code flag cost around $25.  I don't see why we need this.  The sails have numbers.  And we don't have that many boats.  And some are easily recognized, like Matt's Tartan 27 and Morris's baby blue hull etc.    Ernie

Fellow racers -

Please let's dial down the rhetoric a little bit and start a meaningful
dialogue. Here's my input.

I think parts of the Wednesday Night Sailing Instructions might be
re-written to reflect the wishes of the racers. Specifically:

  •    SI 6.2 Streamers and code flags should be eliminated because
    

everyone knows which division they should be sailing in, and the Race
Committee should have a list of boats in each division. Let's do away with
this rule. If 6.2 is not eliminated, individual code flags can be ordered
online through West Marine, and I'm sure Tom Lawton can lay in a supply if
needed.

  •    SI 13.2 As we have always done, conventional handwritten paper
    

protests should be allowed. Re-wording might be "Time limit for protests and
requests for redress shall be 1 hour after the RC signal boat reaches her
mooring slip. Protests and requests for redress may also be made on the NBC
website.etc."

  •    SI 7.2 (Sailing within restricted zones) and SI 15.3 (Wearing life
    

jackets 30 minutes after sundown). Since SI 14 states Each fleet will
determine the series scoring and penalty system, the Race Committee cannot
"disqualify a boat without a hearing". The Race Committee would have to
protest each boat per each infraction of SI 7.2 or 15.3 individually. If the
RC is willing to do this, SIs 7.2 and 15.3 might be re-worded "subject to
protest by the Race Committee".

No one has mentioned anything about scoring. I hope there is ample
opportunity for ideas and input from the racing community on this important
topic.

First race of Wednesday Night Racing is near. I wanted to send
everyone the attached copy of 2014 Wednesday Night Racing
Sailing instructions and ask you to renew your PHRF certificates.

Obvious change is the racing area.

As provided by construction authority and soon to be approved by
USCG, we are loosing most of the area south of the club. Hence
the racing area shifted north accordingly.

Use of Government Buoy "8" is naturally eliminated for racing,
there is a new racing buoy comes in to play, will be dropped by
the racing committee and called "E". This "E" will be in place,
approximately parallel to and north of "8". The other change is
the government buoy "10" taken out of the play and government
buoy "11" comes in to play in order to gain the distance lost by
restricted construction zone.

You can easily see the visual references for the above changes
in sailing instructions map (attached). Also, approximate
coordinates of each buoy for the race courses are in a separate
table, on page 2 of the sailing instructions.

There are couple of changes to sailing instructions as well. I
copied them below.

7.2 The mooring area and
restricted construction zone are designated as obstructions. No
boat shall sail within these obstructions while racing. The

mooring areas are defined as the area within straight lines
joining all outermost mooring buoys and the restricted
construction zone is between the "R"'s
and the bridge in the course map. "R"'s maybe subject to change
by construction. The penalty for sailing within these
obstructions while racing shall
be disqualification fr
om that race. This changes RRS A5.

Restricted construction zone is taken out and you will be
disqualified if you sail into the area during the race. (hey
you cannot go in there even if you are not racing)

13.2 Protests and requests for redress shall
be made on the NBC Web site, Wednesday Night Protest Form, no
later than 11:59 p.m. on the following day of the
race. Further instructions will be found
on the online protest form. Protests will be heard prior to the
start of racing on the following Wednesday Night. This
changes RRS 62.2

We heard loud and clear that protest time was short and
process was a bit involved . Hence the filing deadline

time extended to the following day 11:59 PM

15.3 Any boat sailing
without proper night lighting and everyone on board not wearing
PFD's 30 minutes after official sunset will be disqualified
immediately by the
Race Committee without a hearing. This changes
RRS 63.1, A4 and A5

One more safety rule would not hurt. If you
get hit by a boom and fall into the water without PFD is bad to
begin

with, adding darkness to the mix is a
disaster. This is added for safety. Put your lights and PFD's on
after 30

minutes of the official sunset. If you or any
member of your crew is not

I think parts of the Wednesday Night Sailing Instructions might be re-written to reflect the wishes of the racers. Specifically: - SI 6.2 Streamers and code flags should be eliminated because everyone knows which division they should be sailing in, and the Race Committee should have a list of boats in each division. Let's do away with this rule. If 6.2 is not eliminated, individual code flags can be ordered online through West Marine, and I'm sure Tom Lawton can lay in a supply if needed. - SI 13.2 As we have always done, conventional handwritten paper protests should be allowed. Re-wording might be "Time limit for protests and requests for redress shall be 1 hour after the RC signal boat reaches her mooring slip. Protests and requests for redress may also be made on the NBC website.etc." - SI 7.2 (Sailing within restricted zones) and SI 15.3 (Wearing life jackets 30 minutes after sundown). Since SI 14 states Each fleet will determine the series scoring and penalty system, the Race Committee cannot "disqualify a boat without a hearing". The Race Committee would have to protest each boat per each infraction of SI 7.2 or 15.3 individually. I like the idea of dropping the code flag requirement. That seems wonky. Streamers were fine.

As far as 7.2, if the majority were in favor, and/or RC was insistent, how about a compromise. What if it was based on wind speed and/or windspeed and sundown. I would suggest we require the RC to notify racers at the start of the race: if it's a race that will require PFDs throughout the race, or after sundown, if at all. AND if required at sundown, then I would require the RC to alert racers again at sundown. I know this complicates the issue and best to keep things simple, but I understand the RC wanting to embrace safety. Being forced to wear a PFD in a hot drifter is dumb. If that's too much, drop the whole thing and instead implore racers to use commons sense and have the RC encourage use of PFDs on bad nights.

I have no issue with 13.2 going digital.

I would like to respond on the part of last year's race committee
Although it should be clear to all that I am not currently part of the leadership.

This fleet asked to have flags last year.  We offered to continue with streamers and were specifically asked to insert flags instead.  I personally changed the SI's several times to include this request.  I will bet that the current RC chairs don't give a darn whichever!  Having said that, they want to have some type of indication of your group so they don;t have to figure it out.  Fly the darn streamer.  It just isn't that big a deal to you but it is extra work for them.

You don't want to wear a PFD after dark?  Fine.  We'll ask the Coast Guard to search for your remains. What's the big deal?  For certain age brackets, it is the law.  You're too big to go along with the program, why?  Just because we want you to be safe, do you really have to make such a big deal out of it?

How about understanding that the Wednesday night RC is comprised of volunteers and they really care about having a good time and a safe time while they are at it.

A code flag cost around $25.   I don't see why we need this.  The sails have numbers.  And we don't have that many boats.  And some are easily recognized, like Matt's Tartan 27 and Morris's baby blue hull etc.    Ernie

First race of Wednesday Night Racing is near. I wanted to send

Obvious change is the racing area.

As provided by construction authority and soon to be approved by
USCG, we are loosing most of the area south of the club. Hence
the racing area shifted north accordingly.

Use of Government Buoy "8" is naturally eliminated for racing,
there is a new racing buoy comes in to play, will be dropped by
the racing committee and called "E". This "E" will be in place,
approximately parallel to and north of "8". The other change is
the government buoy "10" taken out of the play and government
buoy "11" comes in to play in order to gain the distance lost by
restricted construction zone.

You can easily see the visual references for the above changes
in sailing instructions map (attached). Also, approximate
coordinates of each buoy for the race courses are in a separate
table, on page 2 of the sailing instructions.

There are couple of changes to sailing instructions as well. I
copied them below.

7.2 The mooring area and
restricted construction zone are designated as obstructions. No
boat shall sail within these obstructions while racing. The

mooring areas are defined as the area within straight lines
joining all outermost mooring buoys and the restricted
construction zone is between the “R”’s

by construction. The penalty for sailing within these
obstructions while racing shall

Restricted construction zone is taken out and you will be
disqualified if you sail into the area during the race. (hey

be made on the NBC Web site, Wednesday Night Protest Form, no
later than 11:59 p.m. on the following day of the
race. Further instructions will be found
on the online protest form. Protests will be heard prior to the
start of racing on the following Wednesday Night. This

We heard loud and clear that protest time was short and
process was a bit involved . Hence the filing deadline

time extended to the following day 11:59 PM

15.3 Any boat sailing
without proper night lighting and everyone on board not wearing
PFD’s 30 minutes after official sunset will be disqualified
immediately by the
Race Committee without a hearing. This changes

One more safety rule would not hurt. If you
get hit by a boom and fall into the water without PFD is bad to

I would like to respond on the part of last year's race committee Although it should be clear to all that I am not currently part of the leadership. This fleet asked to have flags last year. We offered to continue with streamers and were specifically asked to insert flags instead. I personally changed the SI's several times to include this request. I will bet that the current RC chairs don't give a darn whichever! Having said that, they want to have some type of indication of your group so they don;t have to figure it out. Fly the darn streamer. It just isn't that big a deal to you but it is extra work for them. You don't want to wear a PFD after dark? Fine. We'll ask the Coast Guard to search for your remains. What's the big deal? For certain age brackets, it is the law. You're too big to go along with the program, why? Just because we want you to be safe, do you really have to make such a big deal out of it? The Race Committee would have to protest each boat per each infraction of SI 7.2 or 15.3 individually. If the RC is willing to do this, SIs 7.2 and 15.3 might be re-worded “subject to protest by the Race Committee”. No one has mentioned anything about scoring. I hope there is ample opportunity for ideas and input from the racing community on this important topic.
