I read Norman's Proclamation to prohibit religious gatherings of 250 people
or more.
In fact, that seems like it will be the proclamation's primary impact.
I am wondering what the expected impact is going to be?

Norman issued supplemental guidance a little later that clarified it dealt with city meetings that it had jurisdiction over and that for all other it was recommendatory. However, given the pronouncements this weekend by Governor Stitt and by the Federal government today I do anticipate ratcheting down the 250 number to 50 and making it a stronger recommendation.

My small town is talking about cancelling the regular monthly Town Board
(City Counsel) meeting and the monthly municipal court for at least a month
or two. Can they do that? What issues does anyone see with such actions?
There are never more than 50 people at the Board meetings or municipal
court. Usually far less.

A governing body does have the ability to cancel regularly scheduled town meetings. The cancelation should be posted to alert the public. As court sessions are not considered public meetings under the Open Records Act, I would check your local ordinances to see how the Court dates are set. I would think the Municipal Judge would have the ability to suspend court sessions.
Issues with such actions include slow down of transacting municipal business and delay in resolving court matters and perhaps some revenue loss. The current proclamation by Governor Stitt does not require the meetings or court sessions be canceled, and so this decision is left to the local governing body to determine appropriate action to protect the health, safety, and welfare of its citizens.

Okmulgee declared emergency and closed to the public all buildings operated by the City or Municipal Authority starting at 1:00 pm today. The staff will still be working and citizens can conduct business by email, by phone or drive through window or drop box. They can also call for an appointment if there is a one-on-one meeting required.
We are cancelling municipal court, library and a store at our lake. The building owned by the city but leased to the area nutrition center for seniors is not affected because it is not operated by the City.
We are still having our regular meeting tomorrow night because we need to move on with business. Monthly claims need to be approved so they can be paid and there are still issues to resolve.
I think a postponement or rescheduling of a meeting would be better than not having them at all as business still needs to be transacted on behalf of the citizens.
