Then get professional estimates of how much it will cost. The sport fisher did not know how to tow. At close quarters the tow boat should not be pulling a unmaned boat on a tow rope--in fact at no time should the tow boat be pulling an unmaned boat. The tow boat should have at least been on the outside quarter of the boat he was "towing".

Labor was estimated to be 30-45 minutes at $85/hr, for a total of $212 - 253. Description of work was as follows. Disassemble lower case from upper case. Remove and replace battery (O-ring adds and extra $7.95) Visually inspect unit for anything abnormal. Reassemble, and test with built in self test feature.

Maybe it's different in other places but from Maine through Key West I'd estimate that 80% of the recreational boats don't respond to whistle signals. Heck, 30% of boats don't respond to a VHF hailing (60% of sailboats in my experience along the ICW don't respond).

In Galveston itself (Galveston Yacht Basin) the fixed concrete piers did fine.. the concrete finger piers did fine, the wooden piling/wooden finger piers took it in the shorts... the metal roof did pretty well except for those boats with towers that rammed through the roof in (my estimate) 12-15 foot storm surge (I was not there!!!).

dispersants....good, bad and ugly

Now, if you're leaking a million gallons per day (as good an estimate as many) into a big body of water (the Gulf, Loop Current and the world's oceans) .....and then mixing different dispersants (questioned toxicity?)
